What is MBJ?
The Joint Departmental Council (MBJ) is a two-way channel through which employees can communicate with management to voice opinions, share views, and contribute constructive ideas for the benefit and improvement of the organisation.
Establishment of MBJ
All government agencies that directly handle administrative affairs, human resource management, and financial matters, and hold the authority to deliberate and make decisions on such matters, are required to establish an MBJ. For this purpose, a draft constitution agreed upon by both Management and Employee representatives must first be drawn up and submitted to the Public Service Department (JPA) for approval.
Scope and Functions
The scope and functions of MBJ place greater emphasis on the interests of employees within an organisation. Beyond addressing challenges faced by employees, it also serves as a discussion forum between management and staff. An active MBJ indirectly cultivates a positive work culture, encouraging employees to serve with greater dedication and productivity.
Matters That Can Be Discussed
Discussions may cover all matters related to working conditions, except those touching on government policy or personal affairs. However, policy-related issues may be discussed solely for the purpose of clarifying their implementation. Matters that may be discussed include:
- Allowances and benefits
- Finance
- Services
- Service schemes and staffing
- Welfare
- Administration
- Other matters
