The Mindset Transformation Programme (PTM) is a compulsory induction programme for all newly appointed officers and staff in the public service. It replaces the previous General Module Induction Course and aims to develop officers who are not only competent in their duties but also uphold integrity, patriotism, and a strong sense of responsibility as public servants.

PTM emphasises the strengthening of mindset, character development, and appreciation of the core principles of public service such as the Rukun Negara, the Malaysia MADANI framework, and noble values in government governance. Through this programme, newly appointed officers gain a better understanding of the government administrative structure, public service regulations, and a culture of excellence at work.

Among the main objectives of PTM are to enhance new officers’ awareness of their responsibilities and roles in the government delivery system, foster teamwork, leadership and integrity among public servants, and provide a strong foundation in shaping professional, people-oriented work ethics.

The programme also offers opportunities for interaction, discussion and experience sharing among participants, thereby encouraging the development of healthy professional networks at the early stage of service.

For new public servants, participation in PTM is an important opportunity to adapt to the public sector work culture and instil commitment towards the trust entrusted to them. Mindset transformation not only brings changes in ways of thinking, but also in actions and service delivery to the people.

Therefore, the 2025 Mindset Transformation and Special Induction Course for New KETENGAH Officers and Staff, involving 61 participants, was held from 26 to 30 May 2025 at Kem Permata Resort, Alor Gajah, Melaka.

Various programme activities were conducted, and members of the KETENGAH AKRAB Committee also participated on the fourth day for a special engagement session with the new officers and staff. The closing ceremony was officiated by YM Dato’ Tengku Ahmad Nadzri bin Tengku Musa, with YBrs. Encik Hasri bin Omar, Manager of Administration and Human Resource Management, also in attendance.

The programme was organised by the Administration and Human Resource Management Division of KETENGAH in collaboration with the Melaka Institute of Management and Integrity (INSPIM) and trainers from Kem Permata Resort, Melaka.
