Rural Digitalisation: KETENGAH’s Aspiration Towards a Smart Region

The rapid development of information and communication technology (ICT) has brought significant changes to the landscape of administration and public service delivery in Malaysia. Digital transformation is no longer merely an option; it has become a strategic necessity to ensure governance efficiency, service transparency, and social inclusivity. In this context, regional development agencies such as the Central Terengganu Development Authority (KETENGAH) are not exempt from these changes. On the contrary, KETENGAH has emerged as one of the proactive institutions in adopting digitalisation agendas to empower rural communities.


As a medium- to long-term strategic initiative, KETENGAH has launched its Digitalisation Strategic Plan (PSP) 2026–2030, designed holistically and aligned with the Rural Development Policy (DPLB 2030) and KETENGAH Strategic Planning 2025–2035. This plan serves not only as a guide for implementing digital initiatives but also demonstrates KETENGAH’s commitment to aligning regional development with national aspirations toward a digital economy and knowledge-based society.


The main focus of KETENGAH’s PSP is to transform the KETENGAH region into a “Smart Region”, a rural area that fully utilises digital technology across management, economic, social, and public service aspects. The Smart Region concept emphasises the use of technology as a facilitator to connect rural communities with efficient, fast, and transparent information systems, thereby reducing the digital divide between urban and rural areas. Through this approach, digitalisation is not seen merely as a technological tool but as a catalyst for socio-economic transformation within local communities.


With the advancement of the digital era and the emergence of Artificial Intelligence (AI), human communication and interaction have undergone significant changes. ICT and digital technologies now enable real-time information dissemination, online administrative processes, and data-driven decision-making. In the economic sector, digital technology opens new opportunities for rural entrepreneurs to access broader markets through e-commerce platforms and digital marketing.


To realise this digitalisation agenda, KETENGAH prioritises the provision of adequate basic infrastructure. Digital infrastructure such as high-speed internet access, stable communication networks, and supporting technology facilities are essential prerequisites to ensure effective implementation of digital initiatives. Without robust infrastructure, digitalisation efforts risk being non-inclusive and failing to reach the target groups, particularly rural communities that still face technological access constraints.


In addition to infrastructure, human capital development is also emphasised in the implementation of KETENGAH’s PSP. Digital literacy among rural communities must be enhanced so that they are not only technology users but can leverage it productively and ethically. Continuous training, guidance, and exposure to digital applications, information systems, and smart technologies are critical to ensure that rural communities are not left behind in the Industrial Revolution 4.0.


Overall, the KETENGAH Digitalisation Strategic Plan 2026–2030 reflects the agency’s determination to lead digital transformation in rural areas. The move towards creating a Smart Region aims not only to improve public service delivery efficiency but also to empower rural communities to become more competitive, knowledgeable, and prepared to face future challenges.


The Signing Ceremony of the Project Initiation Document (DPP) for PSP KETENGAH 2025–2030 was held at Parkroyal A’Famosa Resort, Melaka, in conjunction with the First Rolling Plan (RP1) 2026 and Second Rolling Plan (RP2) 2027 workshops under the 13th Malaysia Plan (RMK-13). The DPP was signed by YBrs. Tuan Haji Mahdi Amin bin Ahmad, Senior Manager (Corporate) representing KETENGAH, and Puan Azizah binti Abd. Kadir, ICT SUB Division representing the Ministry of Rural and Regional Development (KKDW), witnessed by YM Dato’ Tengku Ahmad Nadzri bin Tengku Musa, General Manager of KETENGAH. Also present were Puan Nor Hafidzah binti Md. Yusoff, KPSU (ICT) KKDW, and Encik Hazroll Eizwal bin Jasni, ICT Development Manager, KETENGAH.


The KETENGAH Digitalisation Strategic Plan 2026–2030 is the agency’s third ICT strategic plan, following ISP KETENGAH 2016–2020 and ISP KETENGAH 2021–2025. Its development was carried out in phases through stakeholder engagement sessions and comprehensive assessments of current needs, emerging challenges, and the organisation’s digital aspirations during the 12th Malaysia Plan (RMKe–12), with technical support and guidance from relevant central agencies.
